Offshore Overview

Last week, the Obama administration announced their new five-year offshore drilling plan. Sadly, the plan is what we have come to expect from an administration hostile to using our domestic energy resources.

Here are a few facts everyone should know about offshore oil and gas production:

• 2.2 percent of offshore areas are leased for oil and natural gas production[1]

EIA subsequently discovered that the data they used for determining oil and natural gas production numbers on federal lands were incorrect and they are working to fix the problem. • Oil and natural gas production on federal lands has fallen by over 40 percent since 2000[2]
• Since 2000, oil production on private and state lands has risen by 11 percent and natural gas production has riven by 40 percent[3]
• When President Obama was elected, all offshore lands were available for leasing except for a small area near Florida’s coast

A Mere 2.2 Percent of Taxpayer-Owned Offshore Areas are Leased

Many people thought of the Bush administration as pro-oil and natural gas. But the reality is different. The amount of federal lands offered for lease for energy production actually fell during the Bush administration. In other words, the Clinton administration offered more lands for lease than the supposedly pro-oil Bush administration.

Only after oil hit $147 a barrel did the Bush administration end the moratorium on offshore drilling and produce a new drilling plant to expand leasing. Their belated attempts to allow development of taxpayer-owned resources were undermined when President Obama was inaugurated.

At the start of the Obama administration, the entire Outer Continental Shelf (OCS) was open to leasing. The administration’s new plan, however, doesn’t allow leasing on the vast majority of the OCS.

Oil and natural gas production on federal lands has declined by over 40 percent since 2000

Obama administration officials are busy trying to convince people that they are leasing enough lands. In Politico, Interior Secretary Ken Salazar recently wrote that “total U.S. crude oil production was higher in 2010 than in any year since 2003. The Obama administration continues to take meaningful steps to grow America’s domestic energy economy and secure our energy future.” Salazar describes this as being “on the right path.”

The problem is that this increase came in spite of federal policies, not because of them. Salazar conveniently omitted the fact that oil and natural gas production on federal lands has fallen off sharply since 2003. Oil production on federal lands fell by 44 percent while natural gas production on federal lands has fallen by 41 percent.[4]

The reason oil and natural gas production has increased in the U.S. is because of production on private and state lands. One example is North Dakota’s oil production. Almost all of the Bakken formation is on private lands and as a result production has dramatically increased. Over the past 10 years, North Dakota oil production has increased by nearly 250 percent, while federal oil and natural gas production has fallen over 40 percent.

The Obama administration’s policies are limiting access to taxpayer-owned natural resources, limiting job opportunities, and limiting economic growth. With unemployment stubbornly stuck at 9 percent, the administration should provide more opportunities to use our domestic energy resources instead of severely limiting access to them.

UPDATE: The U.S. Energy Information Administration announced on Jan. 27 that data used for its study of oil and gas production on federal lands was “incomplete.” The EIA is currently reviewing information from the Department of Interior and will correct its report upon completion.

In his announcement rejecting the Keystone XL pipeline today, President Obama boasted that under his administration, “domestic oil and natural gas production is up.” Obama, of course, failed to mention that his administration can’t actually take any credit for the increase.

The vast majority of America’s new oil and gas production is happening on private lands in states like North Dakota, Alaska and Texas.

It’s not that Obama is devoid of responsibility. His administration oversees oil and gas production on federal lands by issuing leases. But when measuring oil and gas production in areas under Obama’s jurisdiction, the numbers tell a different story.

Citing publicly available federal data, the House Natural Resources Committee noted these figures:

• Oil and natural gas production on federal lands is down by more than 40 percent compared to 10 years ago.

• Under the Obama administration, 2010 had the lowest number of onshore leases issued since 1984.

• The Obama administration held only one offshore lease sale in 2011.

Despite the Obama administration’s restrictive policies for oil and gas production on federal lands, overall production still increased thanks to the pro-energy policies in states like North Dakota.

“North Dakota has been the poster child for what can happen when we unleash free enterprise and allow states to develop and commercialize their resources,” Heritage’s Nick Loris wrote recently on The Foundry. “North Dakota is drilling at record pace.”

The result: North Dakota’s unemployment rate is 3.4 percent, the lowest in the country. According to a recent report from IHS Global Insight, North Dakota already returned to pre-recession employment along with energy-rich Alaska. Texas is expected to do so in the first quarter of 2012, followed by Nebraska and South Dakota next year.

Those states all have something in common: energy production.

That policy aligns with recommendations from Obama’s own Council on Jobs and Competitiveness, which yesterday issued a report calling for more energy production that includes drilling and pipelines. Here’s the language from the Jobs Council report:

As a nation, we need to take advantage of all our natural resources to spur economic growth, create jobs and reduce the country’s dependence on foreign oil. First, we should allow more access to oil, natural gas and coal opportunities on federal lands. Where sources of shale natural gas have been uncovered, federal, state and local authorities should encourage its safe and responsible extraction. While the administration has supported holding additional lease sales and evaluating new areas for drilling, further expanding and expediting the domestic production of fossil fuels both offshore and onshore (in conjunction with more electric and natural gas vehicles) will reduce America’s reliance on foreign oil and the huge outflow of U.S. dollars this reliance entails. In addition, policies that encourage rapid lease development while emphasizing the highest safety standards will ensure companies responsibly drill for natural gas or oil and mine for coal or other our minerals in federal areas in a timely manner.

With the Keystone XL decision, Obama rejected that advice. “At a time when unemployment remains unacceptably high, Iran is threatening the Strait of Hormuz, and Canada is looking to take this oil elsewhere, it is difficult to understand how the President could say no to thousands of jobs and an increase in energy supply from our ally,” Loris wrote in reaction to the decision.

The Energy Department isn’t working to lower gasoline prices directly, Secretary Steven Chu said Tuesday after a Republican lawmaker scolded him for his now-infamous 2008 comment that gas prices in the U.S. should be as high as in Europe.

Instead, DOE is working to promote alternatives such as biofuels and electric vehicles, Chu told House appropriators during a hearing on DOE’s budget

But Americans need relief now, Rep. Alan Nunnelee (R-Miss.) said — not high gasoline prices that could eventually push them to alternatives.

“I can’t look at motivations. I have to look at results. And under this administration the price of gasoline has doubled,” Nunnelee told Chu.

“The people of north Mississippi can’t be here, so I have to be here and be their voice for them,” Nunnelee added. “I have to tell you that $8 a gallon gasoline makes them afraid. It’s a cruel tax on the people of north Mississippi as they try to go back and forth to work. It’s a cloud hanging over economic development and job creation.”

Chu expressed sympathy but said his department is working to lower energy prices in the long term.

“We agree there is great suffering when the price of gasoline increases in the United States, and so we are very concerned about this,” said Chu, speaking to the House Appropriations energy and water subcommittee. “As I have repeatedly said, in the Department of Energy, what we’re trying to do is diversify our energy supply for transportation so that we have cost-effective means.”

Chu specifically cited a reported breakthrough announced Monday by Envia Systems, which received funding from DOE’s ARPA-E, that could help slash the price of electric vehicle batteries.

He also touted natural gas as “great” and said DOE is researching how to reduce the cost of compressed natural gas tanks for vehicles.

High gasoline prices will make research into such alternatives more urgent, Chu said.

“But is the overall goal to get our price” of gasoline down, asked Nunnelee.

“No, the overall goal is to decrease our dependency on oil, to build and strengthen our economy,” Chu replied. “We think that if you consider all these energy policies, including energy efficiency, we think that we can go a long way to becoming less dependent on oil and [diversifying] our supply and we’ll help the American economy and the American consumers.”

Tapping the Strategic Petroleum Reserve — as some congressional Democrats have advocated — is on the table but may not fit this situation, Chu added.

“Remember that the fundamental reason why we have an SPR is to deal with an interruption in supply,” he told reporters after the hearing. “What happened in Libya was an interruption in supply. We’re very concerned about what’s happening in Iran and so we’re working with the [International Energy Agency]. We’re also looking very closely at all these concerns.”

A DOE spokeswoman later clarified that the department is working with the IEA on monitoring global oil supply and prices, not on a specific release from the reserve.

North Dakota Oil

        As you may know, Cruz Construction started a division in North
Dakota just 6 months ago.
        They sent every Kenworth (9 trucks) we had here in Alaska to
North Dakota and several drivers.
        They just bought two new Kenworth's to add to that fleet; one
being a Tri Drive tractor and a new 65 ton lowboy to go with it.
        They also bought two new cranes (one crawler & one rubber
tired) for that division.
        Dave Cruz said they have moved more rigs in the last 6 months
in ND than Cruz Construction moved in Alaska in the last 6 years.
        Williston is like a gold rush town; they moved one of our 40
man camps down there since there are no rooms available.
        Unemployment in ND is the lowest in the nation at 3.4 percent
last I checked.

        Here's an astonishing read. Important and verifiable
information:
        About 6 months ago, the writer was watching a news program on
oil and one of the Forbes Bros. was the guest.
        The host said to Forbes, "I am going to ask you a direct
question and I would like a direct answer;
         How much oil does the U.S. have in the ground?" Forbes did not
miss a beat, he said, "more than all the Middle East put together."
        The U. S.. Geological Service issued a report in April 2008
that only scientists and oil men knew was coming, but man was it big.
        It was a revised report (hadn't been updated since 1995) on how
much oil was in this area of the western 2/3 of North Dakota, western

South Dakota, and extreme eastern Montana.

        Check THIS out:
        The Bakken is the largest domestic oil discovery since Alaska's

Prudhoe Bay, and has the potential to eliminate all American

dependence on foreign oil. The Energy Information Administration

(EIA) estimates it at 503 billion barrels. Even if just 10% of the oil is
recoverable( 5 billion barrels), at $107 a barrel, we're looking at a

resource base worth more than $5.3 trillion.
        "When I first briefed legislators on this, you could
practically see their jaws hit the floor.
        They had no idea.." says Terry Johnson, the Montana
Legislature's financial analyst.
        "This sizable find is now the highest-producing onshore oil
field found in the past 56 years," reportsThe Pittsburgh Post Gazette.
        It's a formation known as the Williston Basin , but is more
commonly referred to as the 'Bakken.'
        It stretches from Northern Montana, through North Dakota and
into Canada .
        For years, U. S. oil exploration has been considered a dead
end.
        Even the 'Big Oil' companies gave up searching for major oil
wells decades ago.
        However, a recent technological breakthrough has opened up the
Bakken's massive reserves, and we now have access of up to 500                

billion barrels. And because this is light, sweet oil, those billions of

barrels will cost Americans just $16 PER  BARREL !!!!!!
        That's enough crude to fully fuel the American economy for 2041
years straight.

        And if THAT didn't throw you on the floor, then this next one

barrels untapped. That's more than all the proven oil reserves of crude oil in

As a great fan of Jeff Foxworthy, it occurred to me that it might be a good idea to use his hilarious you-might-be-a-redneck comedy routine in an attempt to characterize the liberal mindset (tweaking Jeff's formula a bit to convert it from the suppositional to the unconditional). So, with apologies to the wonderful country comedian, here are some of the notable features of the liberal's mental landscape:

• If you believe that freedom of expression is sacrosanct but would like nothing better than to deny it to anyone who doesn't share your views, you are a liberal.
• If you believe that the 1^st Amendment separates church from state, but not state from church, you are a liberal.
• If you believe that the 2^nd Amendment was the founding fathers' big mistake and that the 10^th Amendment shouldn't be taken seriously, you are a liberal.

• If you believe that Jimmy Carter, who has been working indefatigably over the last three decades to subvert his country's foreign policy, is the best ex-president ever, you are a liberal.
• If you believe that the Fox News Channel is the modern-day equivalent of Völkischer Beobachter and The New York Times a light unto the world, and whatever the Times publishes is God-given truth while whatever it deems unfit to print doesn't deserve to be known, you are a liberal.
• If you angrily castigate your compatriots for being profligate with their energy consumption while generously allowing yourself to use more than 20 times as much energy as a regular household (see Gore, Al), you are a liberal.
• If you believe that your choice of a car affects the planet's climate while sunspot activity doesn't, you are a liberal.
• If you are notoriously stingy with personal charitable giving but deliriously generous with other people's money while proudly posing as the true benefactor of the poor, you are a liberal.
• If you believe that human nature is infinitely malleable and that nurture easily trumps nature, you are a liberal.
• If you believe that your women's studies degree is superior to a Ph.D. in engineering, you are a liberal.
• If you believe that the anarchists, hoodlums, and hobos who make up the Occupy movement are noble idealists who truly represent the 99 percent of America while the Tea Partiers are Nazi troglodytes and of course racists, you are a liberal.
• If you believe that perjury is not a crime if it is about sex, you are a liberal.
• If you believe that Bill Clinton defended the Constitution as he repeatedly perjured himself, you are a liberal.
• If you believe that Hillary's rather primitive bribery scheme with cattle futures was so complicated as to be beyond human comprehension and thus ought to be shoved into the memory hole, you are a liberal.
• If you believe that Chuck Colson, who served seven months behind bars for procuring a single FBI file, got away with murder, but the Clintons, who demanded from the FBI some 900 files, were defenseless lambs relentlessly persecuted by cruel Republicans, you are a liberal.
• If you believe that the mountains of corpses and rivers of blood that have been the chief result of all communist "experiments" are merely collateral damage, a possibly regrettable but unavoidable byproduct of the high-minded attempts to build paradise on earth and thus nothing to talk about, you are a liberal.
• If you believe that Alger Hiss or Julius and Ethel Rosenberg were innocent victims of McCarthyism, you are a liberal.
• If, to reinforce your salon cred, you bedeck your infant in a T-shirt bearing the likeness of that murderous sadist, Che Guevara, you are a liberal.
• If you believe, against plentiful historical evidence to the contrary, that appeasement works and that America's unilateral disarmament will surely mollify enemies by demonstrating our peaceful intentions and shame them into following our example, you are a liberal.
• If you believe that negotiations are the be-all and end-all of international relations and that as long as our adversaries deign to talk to us, everything is fine and dandy, even if they clearly use the negotiations as a smokescreen to pursue their nefarious schemes unmolested, you are a liberal.
• If you believe that the Palestinians sincerely want an accommodation with Israel and that only the stiff-necked Jews' obduracy stands in the way of Middle East peaceful settlement, you are a liberal.
• If you believe that all cultures are equal but that Western culture is less equal than the others, you are a liberal.
• If you believe that a crucifix immersed in the "artist's" urine or a bucket of paint splashed onto a canvas is genuine art, you are a liberal.
• If you believe that a murderous hoodlum is not really guilty because he grew up in a tough neighborhood and that "judgmentalism" is really the only crime deserving of opprobrium, you are a liberal.
• If you reflexively sympathize with the criminal while scornfully ignoring the crime victim, you are a liberal.
• If you believe that Bill Maher is indeed politically incorrect and Warren Buffet is dying to pay more taxes, you are a liberal.
• If you love the "people" but despise the "populace," you are a liberal.
• If you believe that you and your ilk will be able to fool the American people indefinitely...well, you may have a point there.

PHOENIX – An investigative “Cold Case Posse” launched six months ago by “America’s toughest sheriff” – Joe Arpaio of Arizona’s Maricopa County – has concluded there is probable cause that the document released by the White House last year as President Obama’s birth certificate is a computer-generated forgery.

Arpaio, at a news conference in Phoenix live-streamed by WND TV that began at 3 p.m. Eastern time, has elevated the investigation to a criminal probe that will make the resources of his Maricopa County Sheriff’s Office available to his volunteer posse.

The posse says it has identified at least one person of interest in the alleged forgery of Obama’s birth certificate.

Arapaio, known for his strict enforcement of immigration laws, commissioned the investigative team after local citizens presented him with a petition expressing concern that Obama might not be eligible for Arizona’s presidential ballot.

In addition to the live-streaming, WND is making available to the public a report distributed to media today by Arpaio’s investigators.

The posse, comprised of former law enforcement officers and lawyers with law enforcement experience, has interviewed dozens of witnesses and examined hundreds of documents. It also has taken numerous sworn statements from witnesses around the world.

Mike Zullo, Arpaio’s lead investigator, said his team believes the Hawaii Department of Health has engaged in a systematic effort to hide from public inspection any original 1961 birth records it may have in its possession.

“Officers of the Hawaii Department of Health and various elected Hawaiian public officials may have intentionally obscured 1961 birth records and procedures to avoid having to release to public inspection and to the examination of court-authorized forensic examiners any original Obama 1961 birth records the Hawaii Department of Health may or may not have,” Zullo said.

The investigators say the evidence contained in the computer-generated PDF file released by the White House as well as important deficiencies in the Hawaii process of certifying the long-form birth certificate establish probable cause that a forgery has been committed.

The investigation was launched after 250 members of the Surprise, Ariz., Tea Party, presented a signed petition to Arpaio in August 2011 asking him to undertake the investigation.

The Tea Party members petitioned under the premise that if a forged birth certificate was used to place Barack Obama on the 2012 Arizona presidential ballot, their rights as Maricopa County voters could be compromised.

Arpaio believes a congressional investigation might be warranted and has asked that any information relevant to the investigation held by other law enforcement agencies be forwarded to his office.

The Cold Case Posse advised Arpaio that they believe forgers committed two crimes. First, they say it appears the White House fraudulently created a forgery that it characterized as an officially produced governmental birth record. Second, the White House fraudulently presented to the residents of Maricopa County and to the American public at large a forgery represented as “proof positive” of President Obama’s authentic 1961 Hawaii long-form birth certificate.

“A continuing investigation is needed to identify the identity of the person or persons involved in creating the alleged birth certificate forgery and to determine who, if anyone, in the White House or the state of Hawaii may have authorized the forgery,” Arpaio said.

Among the evidence released at the press conference are five videos – which can be seen at the end of this article – to demonstrate why the Obama long-form birth certificate is suspected to be a computer-generated forgery.

The videos consist of step-by-step computer demonstrations using a control document. They display the testing used by the investigators to examine various claims made by supporters of the April 27 document.

The investigators contend the videos illustrate their conclusion that the features and anomalies observed on the Obama long-form birth certificate were inconsistent with features produced when a paper document is scanned, even if the scan is enhanced by Optical Character Recognition, OCR, and optimized.

Additionally, the posse says, the videos demonstrate that the Hawaii Department of Health Registrar’s name stamp and the registrar’s date stamp were computer-generated images imported into an electronic document, as opposed to rubber stamp imprints inked by hand or machine onto a paper document.

“That we were able to cast reasonable suspicions on the authenticity of the registrar stamps was especially disturbing, since these stamp imprints are designed to provide government authentication to the document itself,” Zullo said, emphasizing that if the registrar stamps are forgeries, the document itself is likely a forgery.

The investigators also chronicled a series of allegedly inconsistent and misleading representations that various Hawaii government officials have made over the past five years regarding any original birth records held by the Hawaii Department of Health.

“As I said at the beginning of the investigation, the president can put all this to rest quite easily,” Arpaio said. “All he has to do is demand the Hawaii Department of Health release to the American public and to a panel of certified court-authorized forensic examiners all original 1961 paper, microfilm and computer birth records the Hawaii Department of Health has in its possession.”

Arpaio emphasized that the Hawaii Department of Health needs to provide, as part of the full disclosure, evidence regarding the chain of custody of all Obama birth records, including paper, microfilm and electronic records to eliminate the possibility that a forger or forgers may have tampered with the birth records.

The sheriff said the president should also authorize Honolulu’s Kapi’olani Hospital, the birth hospital listed on the Obama long-form birth certificate, to release any hospital patient records for Stanley Ann Dunham Obama, his mother, and for the newly born Barack Obama, to provide corroboration for the records held in the Hawaii Department of Health vault.

“Absent the authentic Hawaii Department of Health 1961 birth records for Barack Obama, there is no other credible proof supporting the idea or belief that President Barack Obama was born in Hawaii, as he and the White House have consistently asserted,” Zullo said.

“In fact, absent the authentication of Hawaii Department of Health 1961 birth records for Barack Obama, there is no other proof he was born anywhere within the United States.”

In addition, investigators say they have developed credible evidence that President Obama’s Selective Service card was a forgery, based on an examination of the postal date stamp on the document. Also, records of Immigration and Naturalization Service cards filled out by passengers arriving on international flights originating outside the United States in the month of August 1961, examined at the National Archives in Washington, D.C., are missing records for the week of President Obama’s birth.
