Executive Order 13567 - Periodic Review of Individuals Detained at Guantánamo Bay Naval Station Pursuant to the Authorization for Use of Military Force
This Executive Order is an edit to a previous EO and adds Authorization for Use of Military Force of September 2001 (AUMF), Public Law 107-40, in order to ensure that military detention of individuals now held at the U.S. Naval Station, Guantánamo Bay, Cuba (Guantánamo), who were subject to the inter-agency review under section 4 of Executive Order 13492 of January 22, 2009, continues to be carefully evaluated and justified, consistent with the national security and foreign policy interests of the United States and the interests of justice.

Executive Order 13562 - Recruiting and Hiring Students and Recent Graduates
This Executive Order supersedes EO 12015 signed October 26, 1977 by President Jimmy Carter and Revokes EO 13318 signed November 21, 2003 by President George W. Bush.
The current incarnation of this Executive Order now joins two programs into one with the intent of attracting a more diverse and knowledgeable staff for entry level placement into the Federal Government for long term career opportunities.
The two programs are the Internship and Recent Graduates Program as well as the Presidential Management Fellows Program into one collectively joined unit to be known as the "Pathways" Program.
The EO goes on to explain each of the new sections and rules which will govern the operation of each of the programs and who will have oversight of the operation of the programs.

Executive Order 13560 - White House Council for Community Solutions
This council will be made of up to 30 members from outside of the Federal Government and they well be selected by the President. A chair shall be selected by the President to lead the council and to preside over the council at meetings. The members of the council shall serve without compensation for their work on the council.
This council will operate inside of and as a division of the Corporation for National and Community Service or CNCS. Funding and administrative support shall come from the CNCS.
The Council shall terminate 2 years from the date of this order, unless renewed by the President.

Executive Order 13555 - White House Initiative On Educational Excellence For Hispanics
Hispanic students are the largest minority group in our Nation's schools, numbering more than 11 million in our public elementary and secondary school system, and constituting more than 22 percent of all pre-K–12 students. Hispanic students face educational challenges of crisis proportions. Fewer than half of all Hispanic children participate in early childhood education programs, and far too few Hispanic students graduate from high school; of those who do complete high school, many are not adequately prepared for college. Only 12 percent of adult Hispanics have a bachelor's degree, and just 3 percent have completed graduate or professional degree programs.
The Executive order puts in place an Initiative on Educational Excellence for Hispanics, to be housed in the Department of Education. The mission of the Initiative shall be to help restore the United States to its role as the global leader in education and to strengthen the Nation by expanding educational opportunities and improving educational outcomes for Hispanics of all ages and by helping to ensure that all Hispanics receive a complete and competitive education that prepares them for college, a career, and productive and satisfying lives.

Executive Order 13554 - Gulf Coast Ecosystem Restoration Task Force
This Executive Order forms a task force to effectively address the damage caused by the BP Deepwater Horizon Oil Spill in the Gulf Coast. The task force will consist of 27 + members from different departments and 5 members of each of the Gulf Coast states that have been and continue to be affected by the oil spill. The President will select the Chair person for the task force. The Task Force will coordinate intergovernmental efforts to improve efficiency and effectiveness in the implementation of Gulf Coast ecosystem restoration actions.

All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch, of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in the persons listed in the Annex to this order; and any person determined by the Secretary of the Treasury, in consultation with or at the recommendation of the Secretary of State. This Executive Order allows additional steps with respect to the national emergency declared in Executive Order 12957 of March 15, 1995 by President Clinton.

The property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch, of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in the persons listed in the Annex to this order; and any person determined by the Secretary of the Treasury, in consultation with the Secretary of State to have, directly or indirectly, imported, exported, or reexported to, into, or from North Korea any arms or related materiel.

This Executive Order establishes within the Department of State, in accordance with section 3161 of title 5, United States Code, a temporary organization to be known as the Pakistan and Afghanistan Support Office.
The PASO shall support executive departments and agencies in strengthening the governments in Afghanistan and Pakistan, enhancing the capacity of those governments to resist extremists, and maintaining an effective U.S. diplomatic presence in both countries.

Executive Order 13549 - Classified National Security Information Program for State, Local, Tribal, and Private Sector Entities
The purpose of this order is to ensure that security standards governing access to and safeguarding of classified material are applied in accordance with Executive Order 13526 of December 29, 2009 (Classified National Security Information), Executive Order 12968 of August 2, 1995, as amended (Access to Classified Information), Executive Order 13467 of June 30, 2008 (Reforming Processes Related to Suitability for Government Employment, Fitness for Contractor Employees, and Eligibility for Access to Classified National Security Information), and Executive Order 12829 of January 6, 1993, as amended (National Industrial Security Program).
President George H. W. Bush issued Executive Order 12829 National Industrial Security Program which was an amendment to Executive Order 10865 Safeguarding Classified Information Within Industry, which was issued by President Dwight D. Eisenhower on February 20, 1960.

Executive Order 13547 - Stewardship of the Ocean, Our Coasts, and the Great Lakes
This order is in response to the Deepwater Horizon oil spill in the Gulf of Mexico and resulting environmental crisis.
This order adopts the recommendations of the Inter-agency Ocean Policy Task Force, except where otherwise provided in this order, and directs executive agencies to implement those recommendations under the guidance of a National Ocean Council. Based on those recommendations, this order establishes a national policy to ensure the protection, maintenance, and restoration of the health of ocean, coastal, and Great Lakes ecosystems and resources, enhance the sustainability of ocean and coastal economies, preserve our maritime heritage, support sustainable uses and access, provide for adaptive management to enhance our understanding of and capacity to respond to climate change and ocean acidification, and coordinate with our national security and foreign policy interests.

Executive Order 13545 - President's Council on Fitness, Sports, and Nutrition
This Executive Order amends EO 13265 June 6, 2002 by President George W. Bush (Which was amended 2 times by President George W. Bush)
The original Executive Order - Establishing a Seal for the President's Council on Youth Fitness was EO 10830 signed July 24, 1959 by President Dwight D. Eisenhower.
The current Amendment changes the name of the council to the President's Council on Fitness, Sports, and Nutrition and edits sections 1 through 5 of the current version of the order.
The intent is to expand national interest in and awareness of the benefits of regular physical activity, fitness, sports participation, and good nutrition.

Executive Order 13544 - Establishing the National Prevention, Health Promotion, and Public Health Council
This Executive Order establishes the National Prevention, Health Promotion, and Public Health Council which will be housed within the Department of Health and Human Services. The Surgeon General shall serve as the Chair of the Council with a total of 12 members initially. The chair will have the option to add members as he/she deems appropriate.
The council will form an advisory group which shall develop and make public no later than March 23, 2011, a national prevention, health promotion, and public health strategy (national strategy), and shall review and revise it periodically. The national strategy will set specific goals and objectives for improving the health of the United States through federally supported prevention, health promotion, and public health programs, consistent with ongoing goal setting efforts conducted by specific agencies.

Executive Order 13543 - National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling
This Executive Order establishes the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling. The commission is to be made up of 7 members to be appointed by the President. The President will select two members from the commission to act as co-chairs. The commission will examine the relevant facts and circumstances concerning the root causes of the Deepwater Horizon oil disaster and make recommendations on options for guarding against, and mitigating the impact of, oil spills associated with offshore drilling, taking into consideration the environmental, public health, and economic effects of such options.

This Executive Order establishes a 21 member advisory council on science,
technology, and innovation that will report to the President. One member of the PCAST will be the the Assistant to the President for Science and Technology and will be designated as the Science Advisor. The remaining 20 members will be made up of individuals and representatives from sectors outside of the Federal Government appointed by the President.

This Executive Order establishes within the General Services Administration (GSA) the President's Management Advisory Board (PMAB).
The PMAB will provide the President and the President's Management Council advice and recommendations on effective strategies for the implementation of best business practices on matters related to Federal Government management and operation, with a particular focus on productivity, the application of technology, and customer service.

This Executive Order establishes the Inter-agency Group on Insular Areas (IGIA) to address policies concerning Guam, American Samoa, the United States Virgin Islands, and the Commonwealth of the Northern Mariana Islands (Insular Areas). Executive Order 13536 - Regarding Blocking Properties of Persons Tied to the Conflict in Somalia
This executive order invokes the use of previously established laws and international guidelines to block and remove available monetary influence of certain individuals in Somalia.
The executive order is comprised of 9 sections. To review the executive order in full use the link at the bottom of this section.
Section one of the executive order states that All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch, of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in:
(i) the persons listed in the Annex to this order;
and
(ii) any person determined by the Secretary of the Treasury, in consultation with the Secretary of State:
to have engaged in acts that directly or indirectly threaten the peace, security, or stability of Somalia.

Executive Order 13535 - Patient Protection and Affordable Care Act's Consistency with Longstanding Restrictions on the Use of Federal Funds for Abortion
This executive order establishes an adequate enforcement mechanism to ensure that Federal funds are not used for abortion services, except in cases of rape or incest, or when the life of the woman would be endangered, consistent with a longstanding Federal statutory restriction that is commonly known as the Hyde Amendment.
The Act maintains current Hyde Amendment restrictions governing abortion policy and extends those restrictions to the newly created health insurance exchanges. Under the Act, longstanding Federal laws to protect conscience (such as the Church Amendment, 42 U.S.C. 300a-7, and the Weldon Amendment, section 508(d)(1) of Public Law 111-8) remain intact and new protections prohibit discrimination against health care facilities and health care providers because of an unwillingness to provide, pay for, provide coverage of, or refer for abortions.
The Act establishes a new Community Health Center (CHC) Fund within HHS, which provides additional Federal funds for the community health center program.

Executive Order - National Export Initiative
The National Export Initiative (NEI) shall be an Administration initiative to improve conditions that directly affect the private sector's ability to export. The NEI will help meet my Administration's goal of doubling exports over the next 5 years by working to remove trade barriers abroad, by helping firms -- especially small businesses -- overcome the hurdles to entering new export markets, by assisting with financing, and in general by pursuing a Government-wide approach to export advocacy abroad, among other steps.
This EO also creates an NEI Cabinet to be known as the Export Promotion Cabinet. The Export Promotion Cabinet shall meet periodically and report to the President on the progress of the NEI.

Executive Order establishing an Order of Succession within the Department of Defense
Department of Defense, in the EO's listed order shall act as and perform the functions and duties of the office of the Secretary of Defense during any period in which the Secretary has died, resigned, or otherwise become unable to perform the functions and duties of the office of the Secretary, until such time as the Secretary is able to perform the functions and duties of that office.
This EO revokes Executive Order 13394 of December 22, 2005 (Providing An Order of Succession Within the Department of Defense - enacted by former President George W. Bush), is hereby revoked.

Promoting Excellence, Innovation, and Sustainability at Historically Black Colleges and Universities
Executive order to establish a White House Initiative on Historically Black Colleges and Universities. The department to be formed by this EO will be housed in the Department of Education. The initiative shall work with other executive departments, agencies, and offices, the private sector, educational associations, philanthropic organizations, and other partners to increase the capacity of HBCUs ("historically black colleges and universities" shall mean those institutions listed in 34 C.F.R. 602.8) to provide the highest-quality education to a greater number of students, and to take advantage of these institutions' capabilities in serving the Nation's needs through five core tasks.
Executive Order 13256 of February 12, 2002, as enacted by former President George W. Bush is revoked by mandate of this EO. EO 13256 revoked Executive Order 12876 of November 1, 1993 enacted by former President Bill Clinton.

The Commission shall be composed of 18 members, 6 members are appointed by the President, no more than 4 of whom shall be from the same political party, 3 members are to be selected by the Majority Leader of the Senate from current Senate members, 3 members are to be selected by the Speaker of the House of Representatives from current House members, 3 members selected by the Minority Leader of the Senate from current Senate members and 3 members selected by the Minority Leader of the House of Representatives from current House members.

Executive Order calling Selected Reserve and Certain Individual Ready Reserve of the Armed Forces to Active Duty
The Executive Order allows the Department of Defense and the Department of Homeland Security to add personal in support of targeted functions associated with the humanitarian relief effort in Haiti. For instance, it will allow the activation of reserve medical personnel to replace those deployed on the hospital ship Comfort and allow for the deployment of a Coast Guard unit that will help provide port security.

Section 1. Policy. Over the last decade, the United States has experienced a decline in employment in the automotive industry and among part suppliers. This decline accelerated dramatically from 2008 to 2009, with more than 400,000 jobs being lost in the industry. Now, 2 years later, the American automotive industry is beginning to recover. The automotive industry has, over the past 2 years, experienced its strongest period of job growth since the late 1990s. Exports have expanded, and the domestic automakers in 2010 gained market share for the first time since 1995. The automotive supply chain, which employs three times as many workers as the automakers, has also shown renewed strength. However, we still have a long way to go.

The current incarnation of this Executive Order now joins two programs into one with the intent of attracting a more diverse and knowledgeable staff for entry level placement into the Federal Government for long term career opportunities.
The two programs are the Internship and Recent Graduates Program as well as the Presidential Management Fellows Program into one collectively joined unit to be known as the "Pathways" Program.
The EO goes on to explain each of the new sections and rules which will govern the operation of each of the programs and who will have oversight of the operation of the programs.

Executive Order 13560 - White House Council for Community Solutions
This council will be made of up to 30 members from outside of the Federal Government and they well be selected by the President. A chair shall be selected by the President to lead the council and to preside over the council at meetings. The members of the council shall serve without compensation for their work on the council.
This council will operate inside of and as a division of the Corporation for National and Community Service or CNCS. Funding and administrative support shall come from the CNCS.
The Council shall terminate 2 years from the date of this order, unless renewed by the President.

Executive Order 13558 - Export Coordination Enforcement Center
This Executive Order is designed to enhance enforcement efforts and minimize enforcement conflicts, executive departments and allow agencies to coordinate their efforts to detect, prevent, disrupt, investigate, and prosecute violations of U.S. export control laws, and must share intelligence and law enforcement information related to these efforts to the maximum extent possible, consistent with national security and applicable law.

This Executive Order establishes an open and uniform program for managing information that requires safeguarding or dissemination controls pursuant to and consistent with law, regulations, and Government-wide policies, excluding information that is classified under Executive Order 13526 of December 29, 2009, or the Atomic Energy Act, as amended.
The National Archives and Records Administration shall serve as the Executive Agent to implement this order and oversee agency actions to ensure compliance with this order.

Executive Order 13555 - White House Initiative On Educational Excellence For Hispanics
Hispanic students are the largest minority group in our Nation's schools, numbering more than 11 million in our public elementary and secondary school system, and constituting more than 22 percent of all pre-K–12 students. Hispanic students face educational challenges of crisis proportions. Fewer than half of all Hispanic children participate in early childhood education programs, and far too few Hispanic students graduate from high school; of those who do complete high school, many are not adequately prepared for college. Only 12 percent of adult Hispanics have a bachelor's degree, and just 3 percent have completed graduate or professional degree programs.
The Executive order puts in place an Initiative on Educational Excellence for Hispanics, to be housed in the Department of Education. The mission of the Initiative shall be to help restore the United States to its role as the global leader in education and to strengthen the Nation by expanding educational opportunities and improving educational outcomes for Hispanics of all ages and by helping to ensure that all Hispanics receive a complete and competitive education that prepares them for college, a career, and productive and satisfying lives.

Executive Order 13554 - Gulf Coast Ecosystem Restoration Task Force
This Executive Order forms a task force to effectively address the damage caused by the BP Deepwater Horizon Oil Spill in the Gulf Coast. The task force will consist of 27 + members from different departments and 5 members of each of the Gulf Coast states that have been and continue to be affected by the oil spill. The President will select the Chair person for the task force. The Task Force will coordinate intergovernmental efforts to improve efficiency and effectiveness in the implementation of Gulf Coast ecosystem restoration actions.

Executive Order 13553 - Designating Iranian Officials Responsible for or Complicit in Serious Human Rights Abuses
All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch, of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in the persons listed in the Annex to this order; and any person determined by the Secretary of the Treasury, in consultation with or at the recommendation of the Secretary of State. This Executive Order allows additional steps with respect to the national emergency declared in Executive Order 12957 of March 15, 1995 by President Clinton.

The property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch, of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in the persons listed in the Annex to this order; and any person determined by the Secretary of the Treasury, in consultation with the Secretary of State to have, directly or indirectly, imported, exported, or reexported to, into, or from North Korea any arms or related materiel.

Executive Order 13550 - Establishment of Pakistan and Afghanistan Support Office
This Executive Order establishes within the Department of State, in accordance with section 3161 of title 5, United States Code, a temporary organization to be known as the Pakistan and Afghanistan Support Office.
The PASO shall support executive departments and agencies in strengthening the governments in Afghanistan and Pakistan, enhancing the capacity of those governments to resist extremists, and maintaining an effective U.S. diplomatic presence in both countries.

Executive Order 13549 - Classified National Security Information Program for State, Local, Tribal, and Private Sector Entities
The purpose of this order is to ensure that security standards governing access to and safeguarding of classified material are applied in accordance with Executive Order 13526 of December 29, 2009 (Classified National Security Information), Executive Order 12968 of August 2, 1995, as amended (Access to Classified Information), Executive Order 13467 of June 30, 2008 (Reforming Processes Related to Suitability for Government Employment, Fitness for Contractor Employees, and Eligibility for Access to Classified National Security Information), and Executive Order 12829 of January 6, 1993, as amended (National Industrial Security Program).
President George H. W. Bush issued Executive Order 12829 National Industrial Security Program which was an amendment to Executive Order 10865 Safeguarding Classified Information Within Industry, which was issued by President Dwight D. Eisenhower on February 20, 1960.

Executive Order 13547 - Stewardship of the Ocean, Our Coasts, and the Great Lakes
This order is in response to the Deepwater Horizon oil spill in the Gulf of Mexico and resulting environmental crisis.
This order adopts the recommendations of the Inter-agency Ocean Policy Task Force, except where otherwise provided in this order, and directs executive agencies to implement those recommendations under the guidance of a National Ocean Council. Based on those recommendations, this order establishes a national policy to ensure the protection, maintenance, and restoration of the health of ocean, coastal, and Great Lakes ecosystems and resources, enhance the sustainability of ocean and coastal economies, preserve our maritime heritage, support sustainable uses and access, provide for adaptive management to enhance our understanding of and capacity to respond to climate change and ocean acidification, and coordinate with our national security and foreign policy interests.

Executive Order 13545 - President's Council on Fitness, Sports, and Nutrition
This Executive Order amends EO 13265 June 6, 2002 by President George W. Bush (Which was amended 2 times by President George W. Bush)
The original Executive Order - Establishing a Seal for the President's Council on Youth Fitness was EO 10830 signed July 24, 1959 by President Dwight D. Eisenhower.
The current Amendment changes the name of the council to the President's Council on Fitness, Sports, and Nutrition and edits sections 1 through 5 of the current version of the order.
The intent is to expand national interest in and awareness of the benefits of regular physical activity, fitness, sports participation, and good nutrition.

Executive Order 13544 - Establishing the National Prevention, Health Promotion, and Public Health Council
This Executive Order establishes the National Prevention, Health Promotion, and Public Health Council which will be housed within the Department of Health and Human Services. The Surgeon General shall serve as the Chair of the Council with a total of 12 members initially. The chair will have the option to add members as he/she deems appropriate.
The council will form an advisory group which shall develop and make public no later than March 23, 2011, a national prevention, health promotion, and public health strategy (national strategy), and shall review and revise it periodically. The national strategy will set specific goals and objectives for improving the health of the United States through federally supported prevention, health promotion, and public health programs, consistent with ongoing goal setting efforts conducted by specific agencies.

Executive Order 13543 - National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling
This Executive Order establishes the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling. The commission is to be made up of 7 members to be appointed by the President. The President will select two members from the commission to act as co-chairs. The commission will examine the relevant facts and circumstances concerning the root causes of the Deepwater Horizon oil disaster and make recommendations on options for guarding against, and mitigating the impact of, oil spills associated with offshore drilling, taking into consideration the environmental, public health, and economic effects of such options.

Executive Order 13536 - Regarding Blocking Properties of Persons Tied to the Conflict in Somalia
This executive order invokes the use of previously established laws and international guidelines to block and remove available monetary influence of certain individuals in Somalia.

Executive Order 13535 - Patient Protection and Affordable Care Act's Consistency with Longstanding Restrictions on the Use of Federal Funds for Abortion
This executive order establishes an adequate enforcement mechanism to ensure that Federal funds are not used for abortion services, except in cases of rape or incest, or when the life of the woman would be endangered, consistent with a longstanding Federal statutory restriction that is commonly known as the Hyde Amendment.
The Act maintains current Hyde Amendment restrictions governing abortion policy and extends those restrictions to the newly created health insurance exchanges. Under the Act, longstanding Federal laws to protect conscience (such as the Church Amendment, 42 U.S.C. 300a-7, and the Weldon Amendment, section 508(d)(1) of Public Law 111-8) remain intact and new protections prohibit discrimination against health care facilities and health care providers because of an unwillingness to provide, pay for, provide coverage of, or refer for abortions.
The Act establishes a new Community Health Center (CHC) Fund within HHS, which provides additional Federal funds for the community health center program.

Executive Order - National Export Initiative
The National Export Initiative (NEI) shall be an Administration initiative to improve conditions that directly affect the private sector's ability to export. The NEI will help meet my Administration's goal of doubling exports over the next 5 years by working to remove trade barriers abroad, by helping firms -- especially small businesses -- overcome the hurdles to entering new export markets, by assisting with financing, and in general by pursuing a Government-wide approach to export advocacy abroad, among other steps.
This EO also creates an NEI Cabinet to be known as the Export Promotion Cabinet. The Export Promotion Cabinet shall meet periodically and report to the President on the progress of the NEI.

Executive Order establishing an Order of Succession within the Department of Defense
Department of Defense, in the EO's listed order shall act as and perform the functions and duties of the office of the Secretary of Defense during any period in which the Secretary has died, resigned, or otherwise become unable to perform the functions and duties of the office of the Secretary, until such time as the Secretary is able to perform the functions and duties of that office.
This EO revokes Executive Order 13394 of December 22, 2005 (Providing An Order of Succession Within the Department of Defense - enacted by former President George W. Bush), is hereby revoked.

Promoting Excellence, Innovation, and Sustainability at Historically Black Colleges and Universities
Executive order to establish a White House Initiative on Historically Black Colleges and Universities. The department to be formed by this EO will be housed in the Department of Education. The initiative shall work with other executive departments, agencies, and offices, the private sector, educational associations, philanthropic organizations, and other partners to increase the capacity of HBCUs ("historically black colleges and universities" shall mean those institutions listed in 34 C.F.R. 602.8) to provide the highest-quality education to a greater number of students, and to take advantage of these institutions' capabilities in serving the Nation's needs through five core tasks.
Executive Order 13256 of February 12, 2002, as enacted by former President George W. Bush is revoked by mandate of this EO. EO 13256 revoked Executive Order 12876 of November 1, 1993 enacted by former President Bill Clinton.

Executive Order calling Selected Reserve and Certain Individual Ready Reserve of the Armed Forces to Active Duty
The Executive Order allows the Department of Defense and the Department of Homeland Security to add personal in support of targeted functions associated with the humanitarian relief effort in Haiti. For instance, it will allow the activation of reserve medical personnel to replace those deployed on the hospital ship Comfort and allow for the deployment of a Coast Guard unit that will help provide port security.

Executive Order - Classified National Security Information
This order prescribes a uniform system for classifying, safeguarding, and declassifying national security information, including information relating to defense against transnational terrorism. Our democratic principles require that the American people be informed of the activities of their Government. Also, our Nation's progress depends on the free flow of information both within the Government and to the American people. Nevertheless, throughout our history, the national defense has required that certain information be maintained in confidence in order to protect our citizens, our democratic institutions, our homeland security, and our interactions with foreign nations. Protecting information critical to our Nation's security and demonstrating our commitment to open Government through accurate and accountable application of classification standards and routine, secure, and effective declassification are equally important priorities.

INCREASING PARTICIPATION OF ASIAN AMERICANS AND PACIFIC ISLANDERS IN FEDERAL PROGRAMS
The purpose of this order is to establish an Advisory Commission on Asian Americans and Pacific Islanders and a White House Initiative on Asian Americans and Pacific Islanders. Each will work to improve the quality of life and opportunities for Asian Americans and Pacific Islanders through increased access to, and participation in, Federal programs in which they may be underserved. In addition, each will work to advance relevant evidence-based research, data collection, and analysis for AAPI populations and subpopulations.

Federal Leadership in Environmental, Energy, and Economic Performance
This executive order sets sustainability goals for Federal agencies and focuses on making improvements in their environmental, energy and economic performance. The Executive Order requires Federal agencies to set a 2020 greenhouse gas emissions reduction target within 90 days; increase energy efficiency; reduce fleet petroleum consumption; conserve water; reduce waste; support sustainable communities; and leverage Federal purchasing power to promote environmentally-responsible products and technologies.

Federal Leadership on Reducing Text Messaging while Driving
Section two of this executive order states "Text Messaging While Driving by Federal Employees. Federal employees shall not engage in text messaging (a) when driving GOV, or when driving POV while on official Government business, or (b) when using electronic equipment supplied by the Government while driving."
The order is to go into effect 90 days from date of issue according to section 4.
