In an
earlier post,
I described some of the constitutional problems with the National
Popular Vote Compact. (The plan is actually mislabeled, since electoral
votes would go to the plurality winner, even if the overwhelming
majority of the popular vote was cast against him—something that happens
regularly in countries that, like Mexico, choose presidents by
pluralities.) In this
