Democrats Propose To End Death Penalty For Federal Treason

It seems that on Capital Hill, House Democrats proposed a bill that would eliminate the death penalty for Treason against the United States. They also propose to end the death penalty for several other Federal Crimes, some so vile, they would be on the list of Capital Punishment in any state that still carries the death penalty.
It seems that seven Democrat Representatives, led by Rep. Donna Edwards (D-Md.), have decided to propose legislation to the House of Representatives that would end the death penalty for Federal offences of assassinating the President or member of Congress, treason against the United States, and Espionage.
HR3741, also known as the Federal Death Penalty Abolition Act, would no longer make things that are considered a Capital Offense under the Constitution eligible for the death penalty. In other words, if you were a domestic terrorist that decided to kidnap or assassinate the President, or if you plotted the cold blooded murder of a Congressman, you would no longer face death by lethal injection according to this bill.
The Hill reports:
Under the bill, the death penalty could no longer be used to punish people for using a weapon of mass destruction, or murder done via torture, child abuse, war crimes, aircraft hijackings, sexual abuse, bank robberies or the willful wrecking of a train.
Using chemical or biological materials to kill could also no longer result in the death penalty, nor could deaths related to treason or espionage. The death or injury of an unborn child could not result in the death penalty either.
Death of state or local law enforcement officials, using the mail to kill, kidnapping and killing people to stop them from testifying could no longer lead to the death penalty, nor could the use of firearms or armor piercing ammunition during any crime of violence.
The legislation specifically prevents anyone from being sentenced to death or put to death for federal offenses after the bill becomes law. Anyone who was already sentenced to death for a federal crime prior to the bill taking effect would have that sentence reduced to a lifetime prison sentence without any possibility of parole.
Others sponsoring the bill are Reps. Elijah Cummings (D-Md.), Keith Ellison (D-Minn.), Barbara Lee (D-Calif.), Hank Johnson (D-Ga.), John Lewis (D-Ga.), Jan Schakowsky (D-Ill.) and José Serrano (D-N.Y.).~The Hill 
The other possibility is that if any of these members of Congress, or the President was found guilty of treason, they wouldn’t be facing death as a result of their crimes. It is also interesting in light Presidential Social Security Fraud being in the courts, and Military Retirees telling congress, “you betrayed us” over budget concerns and a new deadline looming that this is considered important.
Are they hiding something?
In order to change the Constitution, as in punishments for certain offenses under Article III, don’t you have to amend it through a vote of the states first?
